The topics of the specialization are related to the ways in which public institutions operate in international dimension, with special emphasis on the area of Europe. The subjects we offer allow you to gain sound knowledge of modern approach to managing public institutions, and how international organizations work.

You will be able to develop your skills of analyzing public policies in the international context, expand your knowledge of local and regional development from the EU perspective and understand the essence of contemporary international space in which economic exchange takes place.

Classes are taught by staff with profound knowledge of the area of public policies in the international context, activities of the European Union, international organizations – both in theoretical and practical dimension. The Cracow University of Economics staff are supported by representatives of other, Polish and foreign institutions.

Classes prepare students to work in organizations of public sphere and its environment in various countries, especially European ones, and in institutions where English is used as an essential element of professional communication, for example EU, OECD, World Bank, EBI, etc. Our graduates are also prepared to continue their education on 2nd degree studies connected with management, public policies, politics, finance, spatial development and others.

Internships are an important element of the studies. They are organized in institutions which on a daily basis deal with public policies in international and especially European dimension. Such internships may be conducted both in Poland and abroad.

The aim of the specialization is to prepare students to analyze economic and financial phenomena as well as economic and financial situation of business units. It enables you to gain knowledge and skills concerning the analysis of financial instruments and financial audit of public finance sector units.

Specialists in finance and financial audit are needed in all sectors of economy – government and self-government administration of all levels, public and private enterprises, non-governmental organizations.

The aim of this specialization is to prepare modern management staff for public sector organizations. This especially concerns equipping students with knowledge and skills necessary to professionally and innovatively manage a modern public sector organization, in key areas for institutional development, that is: managing staff teams, motivating staff, internal communication, leadership, analyzing and diagnozing organizational problems.

This is associated with the need for adopting novel management solutions, which often stem from private sector experience but which are also developed to satisfy the needs of contemporary, modernizing public administration.
Management issues will be analyzed from the perspective of a public sector organization: self-government or government administration institution, but also from the perspective of other entities operating in public sphere.

Due to the complexity of the social and economic environment and the expectations that public tasks will be performed in line with valid law, effectively, economically and timely, contemporary organizations of public sector require professional, innovative, modern and efficient management.

Competent management staff equipped with the ability to play the role of a leader of organizational and institutional changes and initiator of modernizing activities is vital for implementing solutions improving the organization and the way in which public sector institutions function, challenged by a difficult task of designing, organizing and delivering public services meeting the needs of contemporary society.

The aim of this specialization is to provide students with complex knowledge of the organization and management of contemporary, changing public economy, including: methods of organizing, generating and financing public services, effective allocation of existing resources in economy, innovative solutions connected with urban economy.

The specialization is of practical nature. Classes are in form of conversation classes, which allows us to combine theoretical and practical aspects. Our cooperation with public entities will be useful in writing Bachelor theses, which will concern specific areas related to the operations of such entities.

Why is it important and attractive?

Providing the society with access to high quality public services is one of key aspects of the state activities. In recent years public sector has spent over PLN 50 billion per year on public investment, which accounts for nearly 20% of budget expenditure.

In addition, we can observe globally, and especially in the continental Europe, a movement away from the dominant neo-liberal thinking in economic matters. The need for re-industrialization is more and more often emphasized, accompanied by the need for re-nationalization in Poland, therefore the importance of public entities in economy will continue to grow.

In the globalized economy competition between entities intensifies. To meet its challenges, enterprises need efficient staff implementing policies aimed at securing economic interests of the state and providing friendly institutional environment which lowers transaction costs.

The aim of this specialization is to equip students in knowledge and skills in organization and management, change management, economics and leadership both in personal and institutional dimensions. The courses allow students to fully understand fundamental challenges facing leaders of public organizations, particularly in the international context.

An important part of the program is devoted to building key competencies necessary to work in a multinational and international environment, for example effective communication and knowledge of cultural differences and issues of change management, using creativity and innovative approach to organizational management.

Classes are taught by lecturers with extensive knowledge of public policies in the international context, the activity of the European Union, international organizations – both in theory and in practice. A team of Cracow University of Economics staff are supported here by representatives of other, Polish and foreign institutions.

In the contemporary, globalized world, where change is the only constant element, intercultural competencies in management and leadership are of key importance in business relations.

In this area of studies you will gain knowledge and develop your skills of practical choice and application of various tools for analyzing and solving problems concerning the process of managing territorial self-government units, especially creating the development strategy and supervising its implementation, managing teams and shaping employment relations, managing changes and organization’s development as well as quality and security, public relations and customer service and creative problem-solving.

Classes in this specialization are purely practical. We resign from the traditional distinction between lectures and classes and replace them with conversation classes and workshops. In classes we perform practical tasks and their effects form the basis for evaluating and passing the course.

Staff specialist and middle level manager in territorial self-government units, especially in town and commune offices and in district offices.

What makes it important and attractive?

This specialization is of fundamental significance for ensuring the efficient operations of several hundreds of territorial self-government units in Poland and thus it is necessary to satisfy the needs of citizens as recipients of these units’ services.
A necessary condition for proper provision of these services is to have educated staff with competencies in planning, organizing, implementing and controlling processes.

You will gain knowledge and skills in managing finances of public entities and non-governmental organizations. In the course of studies we will analyze issues divided into four areas of financial management: financial planning, raising finance, expenditure and financial controlling.

We will discuss the issues of finance management in government and self-government sector entities as well as related entities: Treasury companies, loan and guarantee funds, foundations and associations. Classes will be taught by Cracow University of Economics staff and specialists dealing with public finance management on a daily basis.

Public sector expenditure in Poland accounts for over 40% of GDP. This ratio clearly indicates how vital it is to manage effectively finance of public entities. Because of this public sector in Poland constantly needs competent and ethical employees.

It is also worth paying attention to the non-governmental organizations sector, with its growing significance, as they increasingly substitute public institutions in providing public services for the society. The growing number of such organizations and huge demand for experts in finance management make people possessing such qualifications an attractive goal on the labor market.

The aim of this specialization is to provide students with the knowledge of how territorial government of all levels functions, with particular emphasis on large cities, which strongly affect the neighboring space.

The subjects you will study will help you gain knowledge and competencies allowing you to professionally perform public tasks in every kind of local entity and will make you aware of your rights, active citizens, for whom cooperation with local authorities will have no secrets.

The profile of studies was prepared for those who would like to change the reality surrounding them, act for the benefit of their district, village, commune or town in public sphere or non-governmental sector and who know thay want to make an impact on how things are done in their local self-government.

Graduates of this specialization are economists prepared to work in a team and individually for the benefit of local community. They are well-oriented in the issues of self-government administration, both theoretically (law, finance, management) and practically – knowing the reality in which local government units operate (self-government tasks, roles, tasks and responsibilities of self-government organ members, that is councillors (in a district or commune), commune heads, mayors and presidents of cities).
