In Finance and Public Procurement specialization we offer classes in the following subjects:

• Financing Public Procurement,
• Managing European Union Funds,
• Public-Private Partnership,
• Finance Law in the EU,
• Penal Fiscal Law,
• Securities Law.

The subjects are complementary, which provides students with complex analysis of normative solutions in: finance law – expanding on harmonized tax law, principles of acquiring financial means from the European Union budget and EFTA states, the rules of the European Union budget and the rules of public expenditure following the procedures of public procurement.

A particularly important element of the studies is the analysis of material and procedural elements in Community directives concerning: value added tax, excise duty and rules of settlement of income tax by international corporations.

In your classes you will:

• have a possibility of learning not only normative solutions but also fundamental doctrinal views and judgments of Polish courts and the European Union Court of Justice,
• acquire practical skills of settling indirect taxes, obtaining finance from the European Union budget and servicing the public procurement process, also in the public-private partnership version,
• have an opportunity to develop competencies in running a company while studying securities law and penal fiscal law.

Why is it important and attractive?

Providing the society with high quality municipal services is one of key aspects of self-government activities. Graduates possessing specialist knowledge of municipal services management are needed both in self-government administration and in public and private enterprises and non-governmental organizations.

You will gain complex knowledge of the organization and management of municipal services, including:

• economization of territorial self-government activities,
• finance management in municipal services companies,
• methods of public management in cities,
• taxation of economic activity.

Thanks to that you will understand the rules of providing municipal services by territorial self-government units and the specificity of public utility tasks.
Where can I work after graduating?
A graduate will be prepared to work on management and lower level positions in:

• self-government administration,
• enterprises providing public services,
• private enterprises and social organizations implementing municipal services orders,
• municipal services companies.

Human resource is the most important element of every organization. Due to continuous professionalization of public administration offices, specialists in human resource management will be of special value to organizations, their competencies being so universal that they can be used practically in every sector of economy.

A package of knowledge and skills concerning  the legal status of public administration staff and the aspects of human resource management in administration.

The aim of this specialization is to prepare students to be knowledgeable in personnel issues in public administration, with special emphasis on employment in Civil Service, government offices staff and self-government staff. This specialization allows you to gain knowledge and skills in analyzing the employment situation in public administration, human resource management in administration.

• all public finance sector units,
• private firms cooperating with public finance sector units.

Specialization in English.
In this program of studies you will learn theories and models of public administration operating in various countries, the issues of globalization and management as well as administration ethics. The European Code of Good Administrative Behavior constitutes the basis for studying.

Subjects in this specialization are complementary, which provides students with a complex analysis of normative solutions in Polish and EU administrative law.
Where can I work after completing these studies?
You will be prepared to work on management positions and on lower positions of government and self-government administration, as well as in private sector, especially in places where extended knowledge and English speaking skills are needed in administration. Thanks to broadened knowledge on how administration functions in various European countries, you will also be prepared to work in the EU institutions.
